中醫(yī)健康服務(wù)發(fā)展規(guī)劃(2015-2020年)
中醫(yī)學(xué)(包括民族醫(yī)學(xué))指出整體控制健康狀況,強(qiáng)調(diào)個(gè)體化,強(qiáng)調(diào)預(yù)防未病,臨床療效準(zhǔn)確,治療方法靈活,保健功能突出。 是我國獨(dú)具特色的健康服務(wù)資源。 中醫(yī)健康服務(wù)是運(yùn)用西醫(yī)的理念、方法和技術(shù),維護(hù)和提高人民群眾身心健康的活動。 . 發(fā)揮中醫(yī)藥獨(dú)特優(yōu)勢,推動以中醫(yī)藥為主的健康服務(wù)業(yè)發(fā)展,是中醫(yī)藥全面發(fā)展的必然要求,是推動健康服務(wù)業(yè)發(fā)展的重要任務(wù)。 意義重大。 為貫徹落實(shí)《中共中央國務(wù)院關(guān)于推進(jìn)醫(yī)藥衛(wèi)生體制改革的意見》、《國務(wù)院關(guān)于支持和促進(jìn)中醫(yī)藥事業(yè)發(fā)展的若干意見》 ”(國發(fā)[2009]22號)和《國務(wù)院關(guān)于促進(jìn)健康服務(wù)業(yè)發(fā)展的若干意見》(國發(fā)[2013]40號),促進(jìn)中醫(yī)藥健康服務(wù)業(yè)發(fā)展,并制定此計(jì)劃。
一、一般要求
(一)指導(dǎo)思想。 以鄧小平理論、“三個(gè)代表”重要思想和科學(xué)發(fā)展觀為指導(dǎo),深入貫徹黨的十八大和十八屆三中、三中、四中全會精神,按照黨中央、國務(wù)院決策部署,在著力保障人民群眾基本醫(yī)療衛(wèi)生服務(wù)需求的基礎(chǔ)上,全面推進(jìn)改革,創(chuàng)新服務(wù)模式,鼓勵(lì)多元化投資,促進(jìn)市場化培育,充分釋放中醫(yī)藥健康服務(wù)的潛力和活力,充分迸發(fā)和滿足人民群眾多層次、多樣化的需求。 醫(yī)療衛(wèi)生服務(wù)需求,推動建立有中國特色的衛(wèi)生服務(wù)體系,提高中醫(yī)藥對國民經(jīng)濟(jì)和社會發(fā)展的貢獻(xiàn)率。
(二)基本原則。
以人為本,服務(wù)群眾。 把提高全民健康素養(yǎng)作為發(fā)展中醫(yī)藥健康服務(wù)的出發(fā)點(diǎn)和落腳點(diǎn),區(qū)分基礎(chǔ)和非基礎(chǔ)中醫(yī)藥健康服務(wù),實(shí)現(xiàn)兩者協(xié)調(diào)發(fā)展,著力保障健康人民的權(quán)益。
政府引導(dǎo),市場帶動。 強(qiáng)化政府在制度建設(shè)、政策引導(dǎo)和行業(yè)監(jiān)管方面的職責(zé)。 充分發(fā)揮市場在資源配置中的決定性作用,充分調(diào)動社會力量的積極性和創(chuàng)造性,不斷減少中醫(yī)藥健康服務(wù)供給,提高服務(wù)質(zhì)量和效率。
西醫(yī)為體,發(fā)揚(yáng)特色。 堅(jiān)持中醫(yī)原創(chuàng)思維,積極運(yùn)用現(xiàn)代科技手段,提升中醫(yī)健康服務(wù)能力,彰顯中醫(yī)特色優(yōu)勢。
促變革,創(chuàng)新發(fā)展。 推進(jìn)科技轉(zhuǎn)化,拓展服務(wù)范圍,創(chuàng)新服務(wù)模式,構(gòu)建中醫(yī)藥健康服務(wù)可持續(xù)發(fā)展體制機(jī)制。
(三)發(fā)展目標(biāo)。 到2020年,中醫(yī)藥健康服務(wù)體系基本完善,推動中醫(yī)藥健康服務(wù)發(fā)展成為我國健康服務(wù)業(yè)的重要力量和國際競爭力的重要體現(xiàn)、重要力量促進(jìn)經(jīng)濟(jì)社會改革發(fā)展。
——中醫(yī)藥健康服務(wù)能力大幅提升。 西醫(yī)保健服務(wù)網(wǎng)絡(luò)基本完備,中醫(yī)保健服務(wù)人員素養(yǎng)顯著增強(qiáng),中醫(yī)保健服務(wù)領(lǐng)域不斷拓展,基本滿足全社會對中醫(yī)保健的需求服務(wù)。
——中醫(yī)藥健康服務(wù)技術(shù)手段不斷創(chuàng)新。 以西醫(yī)為主體,融合現(xiàn)代醫(yī)學(xué)等技術(shù)手段,創(chuàng)新中醫(yī)健康服務(wù)模式,豐富和發(fā)展服務(wù)技術(shù)。
——中醫(yī)藥健康服務(wù)產(chǎn)品品種日益豐富。 中醫(yī)藥及健康服務(wù)相關(guān)產(chǎn)品的研發(fā)、生產(chǎn)和銷售規(guī)模不斷擴(kuò)大。 中藥材養(yǎng)殖業(yè)紅色發(fā)展和相關(guān)制造業(yè)轉(zhuǎn)型升級明顯推動,涌現(xiàn)出一批具有國際競爭力的中藥企業(yè)和產(chǎn)品。
——優(yōu)化營造中醫(yī)藥健康服務(wù)業(yè)發(fā)展環(huán)境。 中醫(yī)藥健康服務(wù)新政基本完善,行業(yè)規(guī)范標(biāo)準(zhǔn)體系不斷建立,政府監(jiān)管和行業(yè)自律機(jī)制更加有效,形成了全社會積極參與的良好氛圍。支持發(fā)展中醫(yī)藥健康服務(wù)。
二、重點(diǎn)工作
(一)大力發(fā)展西醫(yī)保健服務(wù)。
支持西醫(yī)保健機(jī)構(gòu)發(fā)展。 支持社會力量發(fā)展規(guī)范的西醫(yī)保健機(jī)構(gòu),培育一批技術(shù)成熟、信譽(yù)良好的知名西醫(yī)保健服務(wù)集團(tuán)或連鎖機(jī)構(gòu)。 鼓勵(lì)西醫(yī)醫(yī)療機(jī)構(gòu)充分發(fā)揮技術(shù)人才等資源優(yōu)勢,為西醫(yī)醫(yī)療機(jī)構(gòu)規(guī)范發(fā)展提供支持。
規(guī)范西醫(yī)保健服務(wù)。 推動制定西醫(yī)保健服務(wù)規(guī)范和標(biāo)準(zhǔn),推動各類機(jī)構(gòu)按照規(guī)范和標(biāo)準(zhǔn)提供服務(wù),針對不同健康狀態(tài)人群制作西醫(yī)健康干預(yù)方案或手冊(服務(wù)包)。 構(gòu)建西醫(yī)健康狀況評估方法,豐富西醫(yī)健康復(fù)檢服務(wù)。 推廣形意拳、健身氣功、導(dǎo)引等西醫(yī)傳統(tǒng)功法,組織飲食和藥膳。 利用云計(jì)算、移動互聯(lián)網(wǎng)、物聯(lián)網(wǎng)等信息技術(shù),開發(fā)智能西醫(yī)健康服務(wù)產(chǎn)品。 為市民提供集西醫(yī)健康檢測、咨詢評估、保健療養(yǎng)、隨訪管理于一體的高水平、個(gè)性化、便捷化的西醫(yī)保健服務(wù)。
組織具有西醫(yī)特色的健康管理。 結(jié)合中醫(yī)藥與健康管理的優(yōu)勢,以慢病管理為重點(diǎn),以預(yù)防為主的治療理念為核心,探索集健康文化、健康管理、健康保險(xiǎn)于一體的西醫(yī)健康保障模式。 加強(qiáng)西醫(yī)養(yǎng)生宣傳引導(dǎo),積極利用新媒體傳播中醫(yī)養(yǎng)生知識,引導(dǎo)人民群眾更加全面地認(rèn)識健康,自覺培養(yǎng)健康的生活習(xí)慣和精神追求。 推動制定信息共享與交流相關(guān)規(guī)范標(biāo)準(zhǔn)。 開發(fā)中醫(yī)保健、預(yù)防疾病保險(xiǎn)、各類醫(yī)療保險(xiǎn)、疾病保險(xiǎn)、護(hù)理保險(xiǎn)、失能收入損失保險(xiǎn)等商業(yè)健康保險(xiǎn)產(chǎn)品,通過健康風(fēng)險(xiǎn)評估、西醫(yī)風(fēng)險(xiǎn)干預(yù)等方式提供商業(yè)健康保險(xiǎn)藥品。 疾病預(yù)防與治療、健康維護(hù)、慢病管理等西醫(yī)特色健康管理服務(wù)與產(chǎn)品相結(jié)合。 引導(dǎo)體檢機(jī)構(gòu)規(guī)范組織具有西醫(yī)特色的健康管理業(yè)務(wù)。

治未病服務(wù)能力建設(shè)
在有條件的西醫(yī)門診、綜合門診和婦幼保健院,建立預(yù)防性治療中心,開展西醫(yī)健康復(fù)查,提供規(guī)范的西醫(yī)健康干預(yù)服務(wù)。
西醫(yī)特色健康管理合作試點(diǎn)
建立健康管理機(jī)構(gòu)與西醫(yī)醫(yī)療、體檢、護(hù)理等機(jī)構(gòu)的合作機(jī)制,在社區(qū)開展試點(diǎn),形成西醫(yī)特色健康管理機(jī)構(gòu)與社區(qū)衛(wèi)生服務(wù)中心、家庭、個(gè)人的協(xié)調(diào)互動.
西醫(yī)保健服務(wù)標(biāo)準(zhǔn)建設(shè)
加強(qiáng)西醫(yī)保健機(jī)構(gòu)、人員、技術(shù)、服務(wù)、產(chǎn)品等方面的規(guī)范管理,提高服務(wù)質(zhì)量和水平。
(二)促進(jìn)西醫(yī)醫(yī)療事業(yè)發(fā)展。
鼓勵(lì)社會力量提供西醫(yī)醫(yī)療服務(wù)。 構(gòu)建以民營西醫(yī)機(jī)構(gòu)為龍頭、非公立西醫(yī)機(jī)構(gòu)共同發(fā)展、基層中醫(yī)服務(wù)能力突出的西醫(yī)服務(wù)體系。 加大重點(diǎn)本科建設(shè)和人才培養(yǎng)力度,規(guī)范和推廣中醫(yī)師多點(diǎn)執(zhí)業(yè),支持社會資本興辦西醫(yī)門診、療養(yǎng)院和西醫(yī)醫(yī)院。 鼓勵(lì)符合條件的中醫(yī)專業(yè)技術(shù)人員特別是經(jīng)驗(yàn)豐富的中醫(yī)師開辦中醫(yī)醫(yī)院,允許藥商開辦中醫(yī)醫(yī)院。 鼓勵(lì)社會資本控股傳統(tǒng)西醫(yī)醫(yī)院。
創(chuàng)新西醫(yī)醫(yī)療機(jī)構(gòu)服務(wù)模式。 轉(zhuǎn)變西醫(yī)門診服務(wù)模式,推進(jìn)多方式綜合干預(yù),推動醫(yī)療服務(wù)由以癌癥治療為主向健康維護(hù)為主,發(fā)展預(yù)防治療、康復(fù)等服務(wù)。 支持西醫(yī)診所對外輸出管理、技術(shù)、標(biāo)準(zhǔn)和服務(wù)產(chǎn)品,與基層醫(yī)療衛(wèi)生機(jī)構(gòu)建立醫(yī)聯(lián)體,鼓勵(lì)市級西醫(yī)診所探索縣鄉(xiāng)一體化服務(wù),努力把所有社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)、鄉(xiāng)鎮(zhèn)衛(wèi)生中心和70%的村衛(wèi)生室具備中醫(yī)服務(wù)能力。 推進(jìn)西醫(yī)急診、中醫(yī)醫(yī)院、中醫(yī)醫(yī)院標(biāo)準(zhǔn)化建設(shè)和連鎖發(fā)展。

西醫(yī)學(xué)本科生疾病預(yù)防體系建設(shè)
構(gòu)建國家級、區(qū)域級、基層西醫(yī)??圃\療中心三個(gè)層次的西醫(yī)??萍膊☆A(yù)防體系。 優(yōu)化診療環(huán)境,提高服務(wù)質(zhì)量,開展科研攻關(guān),發(fā)揮科技輻射作用。
基層中醫(yī)藥服務(wù)能力建設(shè)
在鄉(xiāng)鎮(zhèn)衛(wèi)生院、社區(qū)衛(wèi)生服務(wù)中心建設(shè)以西醫(yī)臨床科室集中、綜合運(yùn)用多種中醫(yī)方法和手段的中醫(yī)特色診療區(qū),規(guī)范西醫(yī)診療設(shè)備。 加強(qiáng)基層醫(yī)療衛(wèi)生機(jī)構(gòu)非西醫(yī)和鄉(xiāng)村醫(yī)生的中醫(yī)技術(shù)培訓(xùn)。 針對基層部分常見病,推廣推行本草病歷,規(guī)范本草藥丸的使用和管理。
建設(shè)非營利性民營西醫(yī)診所
鼓勵(lì)社會資本舉辦婦科、骨科、婦科、兒科等非營利性西醫(yī)門診; 發(fā)展具有突出西方特色的康復(fù)門診、老年門診、敬老院、臨終關(guān)懷門診等醫(yī)療機(jī)構(gòu)。
發(fā)展具有民族醫(yī)藥特色的健康服務(wù)
支持民族醫(yī)學(xué)特色本科課程建設(shè)。 支持有條件的市級以上藏族、蒙古族、維吾爾族、傣族、朝鮮族、壯族、哈薩克族等民族自治地方建立少數(shù)民族附屬醫(yī)院。 規(guī)范民族醫(yī)藥衛(wèi)生服務(wù)技術(shù)開發(fā),在基層醫(yī)療衛(wèi)生服務(wù)機(jī)構(gòu)推廣應(yīng)用。
(三)支持發(fā)展西醫(yī)特色康復(fù)服務(wù)。
推動具有西醫(yī)特色的康復(fù)服務(wù)機(jī)構(gòu)發(fā)展。 根據(jù)康復(fù)服務(wù)資源配置需要,各地正在規(guī)劃建設(shè)具有西醫(yī)特色的康復(fù)門診和療養(yǎng)院,加強(qiáng)西醫(yī)門診康復(fù)科室建設(shè)。 鼓勵(lì)社會資本舉辦具有西醫(yī)特色的康復(fù)服務(wù)機(jī)構(gòu)。
拓展西醫(yī)康復(fù)服務(wù)能力。 推動西醫(yī)技術(shù)與康復(fù)醫(yī)學(xué)融合,建立康復(fù)服務(wù)標(biāo)準(zhǔn)規(guī)范。 推動各級各類醫(yī)療機(jī)構(gòu)舉辦具有西醫(yī)特色的康復(fù)醫(yī)療、培訓(xùn)指導(dǎo)、知識普及、康復(fù)護(hù)理、輔助器具服務(wù)。 建立市級西醫(yī)門診與社區(qū)康復(fù)機(jī)構(gòu)單向轉(zhuǎn)移機(jī)制,在社區(qū)康復(fù)機(jī)構(gòu)推廣適合的西醫(yī)康復(fù)技術(shù),提高社區(qū)康復(fù)服務(wù)能力和水平,讓群眾享受規(guī)范、便捷、有效的西醫(yī)服務(wù)特色康復(fù)附近即成。

西醫(yī)特色康復(fù)服務(wù)能力建設(shè)
按照區(qū)域衛(wèi)生規(guī)劃,加強(qiáng)西醫(yī)特色康復(fù)門診和西醫(yī)門診康復(fù)科服務(wù)能力建設(shè)。 支持市西醫(yī)門診指導(dǎo)社區(qū)衛(wèi)生服務(wù)中心、鄉(xiāng)鎮(zhèn)衛(wèi)生院、殘疾人康復(fù)中心、工傷康復(fù)中心、民政康復(fù)機(jī)構(gòu)、特殊教育中學(xué)等機(jī)構(gòu)開展具有西醫(yī)特色的社區(qū)康復(fù)服務(wù).
(四)積極發(fā)展中醫(yī)藥保健服務(wù)。
發(fā)展具有中醫(yī)藥特色的養(yǎng)老機(jī)構(gòu)。 鼓勵(lì)建設(shè)以中醫(yī)藥保健養(yǎng)老為主的養(yǎng)老院、療養(yǎng)院。 有條件的養(yǎng)老機(jī)構(gòu)設(shè)立西醫(yī)門診,以預(yù)防老年病和慢性病為主。 推動西醫(yī)門診、養(yǎng)老院、康復(fù)機(jī)構(gòu)合作。
推進(jìn)中醫(yī)藥與養(yǎng)老服務(wù)相結(jié)合。 二級以上西醫(yī)門診開設(shè)老年科,減少老年病床位,開展老年病和慢性病預(yù)防及康復(fù)護(hù)理,為老年人就醫(yī)提供優(yōu)惠服務(wù)。 支持養(yǎng)老機(jī)構(gòu)開展融合西醫(yī)特色健康管理的老年人保健、醫(yī)療、康復(fù)、護(hù)理服務(wù)。 符合條件的西醫(yī)門診提供社區(qū)和居家中醫(yī)健康養(yǎng)老服務(wù),建立老年人健康檔案,完善醫(yī)療合同服務(wù)關(guān)系,提供急診就診、健康檢查、保健咨詢等服務(wù)。

開展中醫(yī)與養(yǎng)老服務(wù)結(jié)合試點(diǎn)中醫(yī)養(yǎng)生保健,探索中醫(yī)與養(yǎng)老服務(wù)結(jié)合的主要模式和內(nèi)容。 包括:發(fā)展新型中醫(yī)養(yǎng)生保健機(jī)構(gòu),重點(diǎn)抓好轉(zhuǎn)型改革和社會資本投入新建,籌建以中醫(yī)養(yǎng)生保健為主的養(yǎng)老院、療養(yǎng)院; 探索西醫(yī)門診與養(yǎng)老機(jī)構(gòu)合作新模式,拓展社區(qū)和居家中醫(yī)健康養(yǎng)老服務(wù)。 創(chuàng)新西醫(yī)老年健康管理,研發(fā)多元化、多層次的中醫(yī)健康管理服務(wù)包,發(fā)展新型養(yǎng)老服務(wù)業(yè)態(tài)。 培養(yǎng)中醫(yī)健康養(yǎng)老人才,依托高校和中醫(yī)醫(yī)療預(yù)防保健機(jī)構(gòu)建立中醫(yī)健康養(yǎng)老服務(wù)實(shí)訓(xùn)基地,加強(qiáng)老年管家中醫(yī)相關(guān)技能培訓(xùn)職員。
(五)培育發(fā)展中醫(yī)藥文化和健康旅游產(chǎn)業(yè)。
發(fā)展中醫(yī)藥文化產(chǎn)業(yè)。 挖掘中醫(yī)藥文化資源,優(yōu)化中醫(yī)藥文化產(chǎn)業(yè)結(jié)構(gòu)。 打造科學(xué)準(zhǔn)確、通俗易懂、貼近生活的中醫(yī)文化科普創(chuàng)意產(chǎn)品和文化精品。 發(fā)展數(shù)字出版、移動多媒體、動漫等新興文化業(yè)態(tài),培育知名品牌和企業(yè),逐步形成中醫(yī)藥文化產(chǎn)業(yè)鏈。 按照《中國公民西醫(yī)保健質(zhì)量》開展健康教育。 將中醫(yī)知識納入基礎(chǔ)教育。 借助海外中華文化中心、中醫(yī)藥孔子大學(xué)等平臺中醫(yī)養(yǎng)生保健,推動中醫(yī)藥文化國際傳播。
發(fā)展中醫(yī)藥養(yǎng)生旅游。 借助西醫(yī)機(jī)構(gòu)、中藥企業(yè)、名勝古跡、博物館、中華老字號名店、中藥材繁育基地、藥用動物園、藥用輔食博物館等資源,旅游開發(fā)具有中藥特色的路線。 建設(shè)一批以中醫(yī)藥為特色的旅游小鎮(zhèn)、度假區(qū)、文化街、主題餐廳,打造一批本草科技農(nóng)業(yè)、名貴中藥材種植、田園生態(tài)休閑相結(jié)合的養(yǎng)生體驗(yàn)和觀賞基地旅游。 開發(fā)中醫(yī)藥特色旅游產(chǎn)品,打造中醫(yī)藥養(yǎng)生旅游品牌。 支持舉辦代表性強(qiáng)、發(fā)展?jié)摿Υ蟆M足人民群眾健康需求的中醫(yī)藥健康服務(wù)展覽會。

中醫(yī)藥文化公共設(shè)施建設(shè)
加強(qiáng)中醫(yī)藥文化全媒體傳播和監(jiān)督評價(jià)。 建設(shè)一批中醫(yī)藥文化普及宣傳教育基地。 依托現(xiàn)有景區(qū)設(shè)施,引入中醫(yī)養(yǎng)生理念,推出一批集養(yǎng)生知識普及、養(yǎng)生保健體驗(yàn)、養(yǎng)生娛樂為一體的中醫(yī)文化主題公園。
中醫(yī)藥文化大眾傳播項(xiàng)目
推動西醫(yī)和西醫(yī)中國行活動。 通過中醫(yī)藥科普周、主題文化節(jié)、知識技能競賽、中醫(yī)藥文化科普旅游等多種方式,提高西醫(yī)公共衛(wèi)生和保健質(zhì)量。 建設(shè)中醫(yī)藥文化科普隊(duì)伍,深入研究、挖掘、創(chuàng)作中醫(yī)藥文化藝術(shù)作品,組織開展中醫(yī)藥非物質(zhì)文化遺產(chǎn)宣傳傳播工作。
中醫(yī)藥養(yǎng)生旅游示范區(qū)建設(shè)
充分發(fā)揮中醫(yī)養(yǎng)生旅游資源優(yōu)勢,整合區(qū)域內(nèi)醫(yī)療機(jī)構(gòu)、中醫(yī)養(yǎng)生機(jī)構(gòu)、保健品生產(chǎn)企業(yè)等資源,引進(jìn)社會力量,打造以西醫(yī)為主體的養(yǎng)生服務(wù)業(yè),集中藥材養(yǎng)殖、中醫(yī)醫(yī)療服務(wù)、中醫(yī)養(yǎng)生旅游示范區(qū)于一體的中醫(yī)養(yǎng)生保健服務(wù)。
(六)積極推動中醫(yī)藥健康服務(wù)相關(guān)配套產(chǎn)業(yè)發(fā)展。
支持相關(guān)保健品的開發(fā)、生產(chǎn)和應(yīng)用。 鼓勵(lì)研發(fā)簡單易用的家庭或個(gè)人健康檢查、監(jiān)測產(chǎn)品、自我保健、功能康復(fù)等器械產(chǎn)品。 加強(qiáng)校企醫(yī)生深度合作,將研發(fā)與使用需求對接,提升國際競爭力。 發(fā)展中醫(yī)藥和健康服務(wù)產(chǎn)業(yè)集群,培育一批具有國際影響力的知名品牌。

三、完善新政
(1) Relaxation of market access. 4. Guarantee measures
